This intensive one-day course is essential for anyone involved with the delivery of local governmental services and the in?uences associated with new development, population growth, agricultural preservation, and urban sprawl. The evolving laws that govern the Local Agency Formation Commission (LAFCO) in each county, and LAFCO’s decisions concerning local governmental boundary changes, are central to the future of California. Instructors will provide an overview of statutes and procedures for creating and modifying the boundaries and service territories of cities and special districts in California. Additional subjects include the role of Spheres of Influence and Municipal Service Reviews in optimizing the delivery of critical local government services. Advanced topics include discussions of the consolidation of water districts, addressing Disadvantaged Unincorporated Communities (DUCs), limitations on LAFCO authority, and LAFCO’s role in addressing under-performing public agencies.
