Air Quality Permitting and Enforcement Exam Preparation

This course examines the roles and responsibilities of air quality management agencies at the federal, state, and local levels, with an emphasis on the requirements for obtaining air quality permits. Students will learn the entire permitting process, from application through the issuance of Permits to Construct (PC) and Permits to Operate (PO). Topics include negotiation and verification of PC and PO conditions, enforcement and compliance procedures, and strategies for working effectively with air quality agencies such as the South Coast Air Quality Management District (SCAQMD) and the San Joaquin Valley Air Pollution Control District. The course also covers air pollution control technology and regulatory programs, including Title V and RECLAIM permitting. As the RECLAIM program is undergoing substantial changes and may face termination in the near future, the course will address its current status and potential future direction. This timely content ensures students are well-prepared to navigate evolving regulations. Additionally, the course provides preparation for the SCAQMD Certified Permitting Professional (CPP)® exam, including weekly assignments and practical activities.
